Analysis of the implementation of election programs of political parties in the Czech Republic in the period 2018-2021

This bachelor thesis deals with the degree of fulfilment of verifiable promises from the election programmes presented to the Czech citizens in the 2017 elections to the Chamber of Deputies. The aim of the thesis is to analyse the rate of fulfilment of promises by all political parties that entered the parliament in 2017. The analysis examines the rate of fulfilment of promises in the last completed electoral period, i.e. between 2018-2021, when the second government of Andrej Babiš was in power. The aim of the paper is to present the results of the analysis to the readers and to find out the different rates of fulfillment of the coalition and opposition parties. The results of the analysis have shown that in the Czech environment, coalition parties do not fulfil fundamentally more promises than opposition parties. The highest rate of fulfilment of promises was shown for the ANO party, which held the prime minister's seat at the time of the mandate and fulfilled 42% of the testable promises. However, the opposition party, Starostové a nezávislí (the Mayors and Independents), had the second highest rate of promise fulfilment with 41 %. The Origins and Devvelopment of the STAN Movement from 2004 to the Present.

This bachelor thesis consists of analysis of the creation and development of the political movement "Starostové a nezávislí". In the first part, to engage the reader in the beginning and introduce him to the topic, the thesis is focusing on the concept of the political movement, states its functions and defines the major differences between political party and political movement. The thesis also notices certain circumstances which are mandatory for the creation of a political movement or party and the decrease of popularity for the traditional political parties in the Czech Republic. The main part of the thesis covers the political movement itself, namely the description of its creation and its development until the year 2022, which is portraited through using the elections data. The thesis also recognizes the programme and the electorate of the movement, as well as its crises and critique received by the society. This work deals with a phenomenon of party alliances, especially with the alliance of TOP 09 and STAN. This phenomenon is current in the Czech politics. This work concerns other unions of the right-wing or the center parties in the Czech Republic too, and searches an answer for the question, if it is an alliance. Primarily this work deals with the alliance of TOP 09 and STAN, which were established in 2009. It also deals with differencies of this alliance on the state, regional and local level, and searches any cleveages of this alliance on the state, regional or local level. This work also searches the answer for the question, what the perspectives of this alliance in the future are. The first agreement about the alliance was confirmed in 2009. The second agreement was confirmed in 2013. This agreement enables free relationship between TOP 09 and STAN on the regional and local levels.
Development of party STAROSTOVÉ A NEZÁVISLÍ - from the local organization to the parliamentary party

The Mayors and Independents Movement (STAN) is in many aspects of the Czech party system a specific political entity to which has been paid insufficient attention in the academic sphere so far. Therefore, this diploma thesis comprehensively presents the origin and development of the Mayors and Independents movement in a descriptive form of a case study. Partial research questions aim to assess the degree of institutionalization of the STAN movement from the point of view of the theories of the authors Angel Panebianc or Vicky Randall and Lars Svåsand as well as the placement among the classical typologies of political parties from the point of view of internal party organization. The first part is analytical research focused on internal party processes, organizational settings, mutual relations between stakeholders, membership status and analysis of the structure of the STAN movement. The second part is devoted to the ideological and programmatic definition of the STAN movement, within which, in addition to program documents and attitudes of leading actors, the self-profile of the membership base from the data of the questionnaire survey is examined.
